    Safe systems of work

    This link provides brief guidance on topics which might be considered when developing a safe system of work for work at height.


    The guidance is not exhaustive but might be used as a starting point. Any person planning work at height should be aware of the type of risks concerned and the likely effectiveness of any risk reduction measures which might be used. These considerations apply also to clients.

    Provision and Use of Work Regulations - PUWER

    PUWER contains important requirements for selection, care and inspection of all work equipment. The requirements on inspection are particularly relevant to fall protection equipment, which may be subject to significant deterioration when used in certain conditions. PUWER requires equipment to be inspected by a competent person at intervals not exceeding one year. Most authorities recognise that a maximum interval of six months is appropriate for fall protection equipment, or a maximum of three months for items subjected to harsh conditions.     Lifting Operations and Lifting Equipment Regulations - 1998

    LOLER applies to equipment used to lift any load, and the term load includes a person. Although most fall protection equipment is not involved in suspending persons, LOLER is relevant to rope access equipment, and some equipment such as evacuation descent and rescue systems. LOLER specifies responsiblities for all aspects of lifting, including planning, assessing and supervising lifting operations and care, maintenance and inspection of equipment at suitable intervals, together with the keeping of suitable records. As with PUWER, LOLER requires competent persons to carry out and record inspections. Aspects of LOLER pertaining to work at height will probably be revoked on publication of the Work at Height Regulations.
